A Second Whistleblower Said Children Cried and Refused to Get in the Car After Xavier Becerra Sent Them to Strangers

Former Biden secretary of health and human services Xavier Becerra called it an assembly line.

Now a second whistleblower is confirming what that assembly line actually produced.

And a whistleblower just revealed what Xavier Becerra did to unaccompanied migrant children who cried and refused to get in the car with strangers.

Children Cried While Agents Felt Like "Accomplices"

Kadourah was a site supervisor for MVM in the summer of 2021, working directly with Health and Human Services and the White House as a liaison overseeing the transfer of unaccompanied migrant children to sponsors.

What he saw didn't look like a rescue operation.

"The children always seemed to look like they were scared and uncomfortable and vulnerable, when they were supposed to be safe," Kadourah said. "To me, those kids looked like, there's no other way to say it, they were still being trafficked."

The agents working the transfers felt it too.

"They were worried. Because, I mean, they felt like they were accomplices in a human trafficking operation," Kadourah said.

Children weren't just nervous – they were refusing outright, crying at drop-off sites, telling agents the people claiming them weren't their relatives.

"He was telling me every time he was dropping off some of those kids, they would immediately cry and refuse to get in a van or the vehicle of that sponsor," Kadourah explained. "And I asked him, 'Why? Did you ask the kids why?' and they said they didn't know who those people were."

The paperwork certifying those strangers as relatives?

Also fake.

"Health and Human Services was giving us paperwork that was not fricking verified," Kadourah said. "All they were doing was picking up phone calls and saying, 'Oh, okay. You're so-and-so's uncle whatever?' and then stamping it and moving it forward."

The Pattern That Got Kadourah Shut Out

"When it's not just one or two children crying, refusing to get in a vehicle with strangers, but it's like 20, 30 of them crying, saying, 'We don't know who these people are,' 'That's not my aunt and uncle' – that raised a lot of red flags," Kadourah said. "And I think that's when they completely shut me out."

The moment his team started documenting the pattern, HHS cut off access.

This is the second major whistleblower to go on record.

The first, a case manager at the Pomona Fairplex Emergency Intake Site, described the moment she realized what she had been part of: "When you're trying to help, and you realize that you've been fooled, and you've been used to traffic children."

She said children were sometimes handed off to sponsors who didn't even know the child's name – just knew they were supposed to pick someone up.

A victim followed that testimony. Juana Rebecca Perez Santay, 17 when she crossed the border, said she was sexually abused because of Becerra's policies.

She described being kept "like a slave."

The Senate Judiciary Committee under Chuck Grassley spent years documenting the same systemic failure – lax vetting, no follow-up, HHS stonewalling subpoenas from a Florida grand jury investigating child trafficking.

The DHS Inspector General confirmed every one of Grassley's findings.

He Wants to Run California

Under Becerra's watch as HHS Secretary, 319,000 migrant children went missing from federal tracking.

Approximately 140,000 remain unaccounted for today.

Most were under 13.

Federal investigators and multiple congressional committees confirmed children were released into sexual exploitation and forced labor – night-shift factory work, slaughterhouses, construction sites.

Becerra's response when confronted about the 85,000 missing children during a congressional hearing?

He claimed he didn't know.

The man who compared moving migrant children through HHS to a Ford assembly line – who snapped at employees for being too slow – now says he wants to be California's next governor.

Steve Hilton, his Republican opponent, has been releasing the "Becerra Tapes" – a series of whistleblower testimonies – throughout the campaign.

Becerra's team responded to the allegations by attacking Hilton for supporting Trump's border policies.

No one in the Becerra campaign has addressed a single specific claim made by Tarek Kadourah.

No one has explained why the children were crying.

No one has explained who the strangers actually were.

Thirty children at a time, begging not to get in the car.

And the man responsible wants California to hand him a bigger job.
