The Supreme Court reversed this judge on August 24 for blocking Trump's mail-ballot order too soon.
USPS had just finalized its implementation rule – so she found a new angle.
And an Obama judge blocked Donald Trump’s ballot security order just three days after the Supreme Court said she was wrong.
The Judge Who Won't Take No for an Answer
Judge Indira Talwani of Boston has been a one-woman blockade against Trump's election security order since March.
Trump signed his executive order requiring standardized ballot envelopes, unique tracking barcodes, and federal verification of voter eligibility lists.
Talwani blocked it.

The Trump administration appealed.
The First Circuit – stacked with Biden appointees – upheld her block.
Trump went to SCOTUS.
The Supreme Court's conservative majority reversed her on August 24, ruling she had acted too early because USPS hadn't yet finalized its rule.
Three days later, she issued a brand new 14-day restraining order blocking the same provisions she had just been told she blocked prematurely.
The Trump administration called it what it was – a "cynical interpretation" of the Supreme Court's ruling.
She didn't blink.
What Trump's Order Actually Required
Before the Left tells you this is voter suppression, here's what the USPS rule actually does.
It requires ballot envelopes to meet standardized design specifications.
It requires unique barcodes so individual ballots can be tracked – the same technology the post office uses for packages.
It requires states to submit voter lists identifying who is eligible to receive a mail ballot.

That's it.
The rule doesn't alter voter eligibility by a single name.
Eighty-three percent of Americans support requiring proof of citizenship when registering to vote, according to a 2024 Gallup poll.
Sixty-seven percent of Democrats supported it.
Talwani decided the rule was most likely unconstitutional anyway.
She's Running Out the Clock
The legal strategy here isn't complicated once you see it.
North Carolina and Delaware begin sending mail ballots September 4.
Most states that sued have already printed their ballots.
Talwani's 14-day restraining order expires right around the moment those ballots go out.
Even if Trump appeals immediately, the First Circuit – where two Biden-appointed judges already blocked him in July – won't save him, and by the time the fight reaches SCOTUS again, the election is over.
The 2026 midterms happen November 3.

That's the game.
A hearing is set for September 3 – one day before North Carolina starts mailing.
The Trump administration has already appealed Talwani's new block.
But the calendar is the real opponent now.
The Bigger Pattern
This isn't one judge going rogue.
This is a coordinated strategy – file in sympathetic courts, stack the injunctions, drain the clock, protect the chaos.
Biden spent four years seeding the First Circuit for exactly this moment.
Arizona Attorney General Kris Mayes declared this rule would go into effect "over my dead body."
California AG Rob Bonta led 23 states in the original lawsuit.

These are the same states that spent six years lecturing America about election integrity and the danger of questioning results.
Now they're fighting in federal court – with everything they have – against ballot tracking barcodes and standardized envelopes.
Ask yourself why a barcode on a ballot envelope terrifies them.
The answer is the same answer it's been since November 2020.
Democrats built a mail-voting system with no guardrails, no standards, and no accountability.
They intend to keep it exactly that way.
And they have judges willing to run out the clock to make sure they do.
