Joe Biden spent four years inflating Obamacare enrollment numbers while someone else pocketed the cash.
Now Doctor Oz has figured out exactly how they did it.
And what Doctor Oz found – or rather, what he didn't find – is why this ObamaCare story doesn't end with just an audit.
The Scam Biden Built and Bragged About
Obamacare brokers get paid every time they enroll a new customer.
Biden's team knew that.
In 2021, they jacked up subsidies, relaxed eligibility requirements, and gave brokers an open runway to sign up as many people as possible.
No verification required.
No one checked whether the person on the other end of the application was real.
According to the Paragon Health Institute, by the time Biden left office there were an estimated 6.2 million improper enrollees – more than one in four people on the Obamacare exchange.
CMS's own fraud risk assessment back in 2018 had already flagged broker theft of consumer information as the single greatest fraud risk facing the federal marketplace.
Biden's team did nothing.
The GAO issued warnings.
Congress sent letters.
But Biden didn't respond.
His administration didn't even update the fraud risk assessment for seven straight years while enrollment exploded.
What Oz Found When He Started Knocking
When Dr. Oz and JD Vance's White House Fraud Task Force started pulling on the thread, the picture got uglier fast.
Over 1.1 million people enrolled in Obamacare this year had no Social Security number – when the normal rate is around 1%.
Oz sent outreach to the 760,000 accounts flagged as fraudulent.
Simple questions: Have you filed any claims? Have you ever responded to our questions? Do you have a Social Security number?
"There are no human beings involved in these accounts," Oz told Fox News Digital.

Nothing.
No responses.
No claims.
No people.
Just phantom accounts – each one collecting government subsidies, each one generating broker commissions, each one sending taxpayer money straight into the pockets of fraudsters.
Vance called out a fraud ring that had 40 brokerage agents funneling 50,000 fake people into the system in one operation.
One ring.
Fifty thousand ghosts.
This wasn't a rogue agent skimming the edges.
This was an industry.
The Recording Requirement That Has Brokers Nervous
Oz is now requiring health insurance companies to work only with brokers who record their conversations with applicants.
The reaction from some corners of the industry has been telling.
"Why wouldn't you?" Oz said. "What are you nervous about? What are you worried about? Why don't you want me to hear what you discussed?"
That's not a rhetorical question.
A broker with nothing to hide records the call.
A broker creating phantom accounts can't afford to.
This move closes the mechanism that made the entire scheme possible – brokers enrolling people who didn't exist, switching plans without consent, and collecting commissions while walking away clean.

The DOJ already convicted the president of an insurance brokerage firm and a CEO of a marketing company in a $233 million ACA fraud scheme in November 2025.
A South Florida firm pleaded guilty to its role in a separate $141.5 million scheme.
Those were the ones who got caught before Oz started digging.
Biden Called It Record Enrollment and Sent You the Bill
Biden's crowd called it record enrollment while 760,000 fake people collected subsidies, fraud rings ran in plain sight, and nobody at CMS checked whether a single applicant was real.
The Trump administration has already clawed back $2.2 billion.
Another 440,000 accounts are under review right now.
Oz put it plainly: "Fraud will destroy Obamacare. You cannot run an insurance business if you have no idea who's coming in."
He's right.
And the people who built this system – who removed the safeguards, who ignored the GAO, who watched the fraud explode and called it a success – spent four years telling you they were protecting your healthcare.
