Melania Trump Just Walked Into Congress on Foster Care and Did Something No First Lady Has Done in Decades

The Chafee Foster Care Program hasn't been updated since 1999.

That's the year The Sopranos premiered – and a federal program meant to catch America's most vulnerable kids has been frozen in time ever since.

Now Melania Trump is walking into the House Ways and Means Committee this week, and she's about to change that.

What Happens When Kids Age Out of Foster Care

Every year, roughly 20,000 young Americans age out of the foster care system.

No family. No safety net. No plan.

Within four years, nearly one in three of those kids will be homeless.

By age 24, only half will have any kind of job.

And the chance they earn a college degree? Less than 12 percent – compared to 49 percent for everyone else their age.

This is not a new problem.

Congress has known about it since at least 1999.

They passed Chafee, called it a solution, and then walked away for 27 years.

In January 2025, the Government Accountability Office published a report revealing that states were returning millions in unused Chafee funds back to the federal government – while foster youth aged out into the streets.

The money was there.

The system was just broken.

Melania Trump's Be Best Initiative and the Fostering the Future Record

The First Lady has been driving this issue since 2021, when she developed the Fostering the Future initiative as part of Be Best.

This isn't a photo-op campaign.

She personally organized the executive order that President Trump signed in November 2025 – "Fostering the Future for American Children and Families" – which put federal agencies to work alongside private companies, universities, and nonprofits to open real pathways for foster youth into jobs, housing, and education.

In May 2025, Melania secured $25 million in the FY26 budget for HUD's Foster Youth to Independence program, which provides housing vouchers to young adults under 25 who are leaving the system.

In March 2026, she hosted 45 nations at the State Department for a Fostering the Future Together Global Coalition Summit.

Wednesday's Capitol Hill roundtable is the legislative follow-through.

The Chafee Foster Care Program Reform Congress Is Pushing Now

Ways and Means Chairman Jason Smith of Missouri introduced a package of five bipartisan bills in March 2026, developed after multiple subcommittee hearings with foster youth who testified about what the system actually fails to deliver.

The proposals would allow states to use Chafee funds for housing support services – currently a bureaucratic dead zone – and more than double Education and Training Vouchers from a $5,000 cap frozen since 2001 to $12,000.

That voucher gap is costing kids their futures.

Only one in three eligible foster youth who attend college ever receives an ETV. Two-thirds go without.

The money exists.

The pipeline is broken.

The bills would also extend Chafee eligibility to workforce and vocational training, not just four-year degrees.

A trade certification can change a life just as much as a diploma – and the current law doesn't recognize that.

"This legislative effort is consistent with her focus on foster youth and builds on committee activity," Chairman Smith said.

The Ways and Means Committee called the package the most significant updates to Chafee since Congress created it nearly 30 years ago.

This Is What Real Advocacy Looks Like

Here's what the left won't say: Melania Trump has done more concrete work on foster care reform in five years than Washington managed in three decades.

She didn't convene a task force.

She didn't issue a statement.

She organized an executive order, secured federal funding, hosted a global summit, and is now sitting in a congressional committee room to push legislation that would fix a program that's been broken since before most of today's congressional staffers were in high school.

The media ignores it because it doesn't fit the story they want to tell.

And while she's doing it, consider who was in charge when the system was left to rot.

Democrats controlled the House from 2007 to 2011.

They controlled the Senate from 2007 to 2015.

They had the White House and both chambers from 2009 to 2011 – a window they used to pass everything from the stimulus to Obamacare.

The Chafee program sat untouched.

Nancy Pelosi never called a hearing.

Chuck Schumer never introduced a bill.

Barack Obama never signed an executive order.

Twenty thousand kids a year aged out into the streets and not one of them wrote a fundraising email about it.

Melania Trump is in that room Wednesday because she decided that was unacceptable.
